The Richibucto Road and Noonan area is the fifth most expensive of the region’s 33 sub-areas — ahead of Downtown Fredericton, ahead of New Maryland, ahead of Oromocto — and it has no municipal council at all. That combination is unusual enough to be worth explaining properly.
The number
The MLS® Home Price Index benchmark was $496,100 in August 2026, against $388,900 for Fredericton North and $364,200 for the region.

Like most of the expensive end, it has moved more slowly than the area around it on every timeframe. That is normal behaviour for the top of a market rather than a signal about the area.
Unincorporated — and what that actually means
Noonan sits in the Capital Region rural district. A rural district is what New Brunswick created in 2023 for the territory that was not folded into a municipality or a rural community: it is unincorporated, it has no municipal council, and its tax rates are set by the Minister rather than by anyone you can vote for on the question. Residents are represented by an elected advisory committee.
For 2026 the Noonan local rate is $0.5554 per $100, plus the provincial levy of $0.4115 — $0.9669 combined. On a $496,100 assessment that is roughly $4,796, against about $6,492 for the same assessment at the City of Fredericton’s inside rate of $1.3086.
That $1,700 a year is a real part of why this area prices where it does. It is also the trade: no municipal council, and services provided provincially rather than by a town you can walk into.
Noonan is the community formerly known as Rear Maugerville, in Maugerville Parish, Sunbury County — which occasionally still shows up in old documents and confuses a title search.
Getting there
Noonan is about 12 kilometres from Officers’ Square — Westmorland Street Bridge, Union Street, Greenwood Drive, then out the Richibucto Road. Call it fifteen minutes in normal conditions.
That is the shape of the whole area: a corridor running north-east out of the Fredericton north side, close enough that people commute without thinking about it, far enough out for acreage. It is the same trade as Killarney Road on the other side of the north end, at a slightly lower benchmark and a noticeably lower tax rate.
Wells, septic and fire
Expect private drilled wells and on-site septic systems, permitted and inspected by the province. Around 40% of New Brunswick households are on private wells.
I have not been able to confirm from a published source which department covers Noonan, or whether there are hydrants anywhere in the area. I am not going to guess at it on a page that people make decisions from. Fire response distance and hydrant availability both feed directly into an insurance quote, so the practical step is the same one I give everyone buying rural: get the quote in writing before your condition date. What I check on a walkthrough out here
- Full well chemistry, not just bacteria — arsenic, manganese and uranium all occur in the bedrock and none is visible.
- Well yield, and what it does in a dry August rather than what the drilling log says.
- Septic age, last pump-out, and whether the field has been replaced. A field is a five-figure item.
- The oil tank. Age decides insurability, and insurers are the real regulator in New Brunswick.
- Aluminum branch wiring on anything built roughly 1965 to 1978.
- Radon — cheap test, and there is no other way to know.
- Basement water, and on a sloped rural lot, where the ground actually sends it in a spring melt.
- WETT inspection on any wood stove or insert.
- The driveway — length, grade and who ploughs it.
