Aluminum Wiring in Fredericton Homes

If you are buying a house in Fredericton built between the mid-1960s and the late 1970s, there is a reasonable chance it has aluminum branch-circuit wiring. It comes up on inspections here constantly, it worries people, and most of what is written about it online is either American or written by somebody selling the repair.

Here is the New Brunswick version, with the provincial rules quoted, and an honest account of where the guidance does not agree with itself.

Which houses have it

Aluminum was used for household branch circuits from roughly 1965 to the mid-1970s, after a copper shortage pushed prices up. The U.S. Consumer Product Safety Commission puts it plainly: homes built before 1965 are unlikely to have it.

In practical terms around Fredericton, that lands squarely on a lot of the city’s post-war subdivision stock. When I walk through the 1960s and 1970s bungalows and splits in areas like Skyline Acres, Silverwood and Nashwaaksis, mixed copper and aluminum is common. By the 1980s stock it is almost always all copper.

Two things worth saying straight away. Aluminum is still used today for service entrance conductors and large-appliance feeds, and that is completely normal — it is the small branch circuits, the ones feeding your receptacles and light switches, that this page is about. And a house having aluminum wiring is not automatically a problem to be fixed. It is a condition to be understood, budgeted and disclosed.

How to tell in about ten seconds

Take the cover off the panel and look at the cable jackets, or look at the printing on the sheathing where it enters the box. Aluminum branch cable is usually marked ALUMINUM or ALUM along the jacket. At a receptacle, the conductor itself is silver rather than the orange-copper colour people expect.

You do not need to take a panel cover off yourself, and I would rather you did not. On a walkthrough I will look, and if there is any doubt the inspector confirms it.

The wire is not the problem. The connections are.

This is the part most articles get muddled, and New Brunswick’s own inspection bulletin states it more clearly than most:

Oxidization between copper and aluminum, as well the expansion of aluminum being greater than copper, leaves the conductor joints loose (cold joint).

Aluminum expands and contracts more than copper as a circuit heats and cools, and it oxidizes where it meets dissimilar metal. Over years, the joint works loose. A loose joint has resistance, resistance makes heat, and heat makes the joint worse. The CPSC describes the same process as damage that is cumulative in effect.

That is why the failures happen at receptacles, switches and connectors — at the ends — and not in the middle of a cable run inside a wall.

What New Brunswick actually requires

Electrical installation in this province is governed by the Electrical Installation and Inspection Act and enforced by Technical Inspection Services. Bulletin 4-1-0 sets out the rule for anyone changing a device on aluminum wiring:

When changing receptacles, switches, dimmers, ceiling fans, light fixtures, etc. and the wiring is ALUMINUM, all devices shall be compatible.

Compatible means the device is marked CU/AL. A device with no such marking is rated for copper only. Where a copper-only device is used, the bulletin’s route is a copper pigtail joined to the aluminum conductor with a CU/AL-approved wire connector.

A second bulletin, 2-5-1, covering changeovers and upgrades in existing homes, says the same thing from the other direction — that proper termination and splicing of all existing aluminum conductors needs special attention to joint compound, devices and twist-on wire connectors approved for aluminum.

So the province’s position is clear: the right devices, the right connectors, and antioxidant joint compound at the joints.

On permits. New Brunswick requires a wiring permit for electrical construction involving more than 10 outlets or five kW of load, and permits are pulled by licensed electrical contractors, not homeowners. A whole-house rewire is well over that line. Working without a permit brings a special inspection fee on top of the permit cost. The Provincial Electrical Inspector’s office will answer questions directly at (506) 453-2336.

Where the advice splits — and why you should ask before you pay

This is the part nobody local writes about, and it matters if somebody is about to quote you for a repair.

New Brunswick’s bulletins contemplate pigtailing with twist-on connectors approved for aluminum. The U.S. Consumer Product Safety Commission does not accept that method as a permanent repair. In CPSC-sponsored laboratory and life testing, substantial numbers of twist-on connectors overheated severely, and the agency’s conclusion is that the method does not solve the overheating problem and may be prone to more failures than the original connections. The only permanent repairs the CPSC endorses are a full copper rewire, the COPALUM crimp method, or the AlumiConn setscrew connector.

To be clear about which rule governs here: New Brunswick’s does. The CPSC is a United States federal agency and its findings carry no force in Canada. But it is the body that funded most of the original testing, and a buyer is entitled to know that a repair which satisfies the provincial bulletin is not the repair the CPSC would call permanent.

What I would do with that, as your REALTOR® rather than as an electrician: before you agree to a remediation quote, ask the electrician which method they are using, and ask your insurer what they will accept. Those two answers are not always the same, and finding that out after the work is done is expensive.

What your insurer will ask

This is usually the thing that decides whether aluminum wiring is a nuisance or a real problem in a deal. The Insurance Bureau of Canada lists it among the things that set your rate:

The same page goes on to say that updated wiring, a minimum 100 amp service with breakers, or an electrical inspection by a licensed electrician may be required.

Note that wording: may be required. It is not a blanket refusal, and it is not nothing. Individual insurers set their own appetite, and two companies can give you two different answers on the same house.

The practical consequence for your purchase is about timing. An insurance condition and an inspection condition need to run alongside each other, not one after the other. If you find out on day nine of a ten-day condition period that your insurer wants an electrician’s letter, you have a problem you did not need to have. Get the file to your broker early.

The other thing in houses of this era: no ground

Aluminum-era houses frequently also have two-wire circuits with no ground conductor. If somebody has put modern three-prong receptacles on them — and people do — New Brunswick’s bulletin 2-5-1 requires GFCI protection: either a Class A GFCI built into each receptacle, or receptacles fed from a GFCI receptacle, or the whole circuit GFCI-protected.

Three-prong outlets on an ungrounded circuit with no GFCI anywhere is one of the more common things I find in this vintage of house. It is not expensive to put right, but it should be found before closing rather than after.

What this means for your offer

Aluminum wiring is not a reason to walk away from a house on its own. It is a reason to slow down and get three things settled before your conditions come off:

  • What is actually there. All aluminum, or the mixed copper-and-aluminum you often find where work has been done over the years. The inspector’s report should say.
  • What your insurer wants, in writing, and what method of remediation they will accept.
  • What that method costs, from a licensed New Brunswick electrical contractor who has seen the house — not a number off the internet, and not a number from me.

Once you have those three, it is arithmetic, and it belongs in the price or in the conditions. What you should not do is assume it is fine because the house has stood for fifty years, and you should not assume it is a catastrophe because a website told you so.

What I check on a walkthrough

I spent years in residential construction before I got into real estate, and this is one of the things I look at before we get anywhere near an offer:

  • What the panel is — fuses or breakers, and the service size. Sixty amp is rare now but 100 amp is very common in this stock, and the Insurance Bureau of Canada names anything under 100 amp as something insurers ask about.
  • Whether the branch wiring is copper, aluminum, or a mix.
  • Whether the devices are marked for aluminum, or whether somebody has changed out receptacles and switches over the years without paying attention to it.
  • Warm or discoloured cover plates, and receptacles that do not grip a plug.
  • Three-prong receptacles on ungrounded circuits, and whether there is GFCI protection anywhere.

I will tell you what I am seeing while we are standing there. Then a qualified electrician or inspector confirms anything that matters, because that is their call to make and not mine.
